Section 2: Add manager, K-12, do crosswalk

Section 2 doesn't currently include the need to provide education for managers and K-12. We need to add them, and probably more generally do a crosswalk with K-12.

I don't think we need to use SKF for managers, I wouldn't expect them to touch code. But we need them to know "what topics their developers need to know".

This should be added as milestones/steps in Goal 1.3 . David - do you want to do that or shall I?

CRob - I'm at a conference, so if you can please add it. I can kibitz later. This is all subject to change of course. At the WG meeting I was afraid that these were getting entirely dropped (by accident on purpose) - once there's at least placeholders we can tweak further.
