Scorecard bump to v5.0.0-rc1

Which includes ~6 months of scorecard updates (release notes: https://github.com/ossf/scorecard/releases/tag/v5.0.0-rc1)

Two runs of the e2e tests have ran after upgrading to scorecard v5.0.0-rc1 (#1366) and they both passed:
