R in the MVSR #258

I would like to work with staff and Governance Committee to prepare a draft R for the MVSR, that can be used in combination with TAC technical vision to review TI applications for funds. My timeline is to have a draft by our Feb 20 TAC meeting.

I have not been able to produce a draft. Can reopen or create a new issue if needed.
