Set charter adoption date to 1 Feb 2024 #30

Due to administrative oversight, the End Users WG has never formally adopted a charter. This PR proposes a date on which the charter is to be considered to be adopted, allowing time for folks on holidays and returning in the new year to add their +1s.

I've updated the date to 1st Feb, a nice round date that gives folks a few weeks to +1.

There were no objections raised in today's End Users WG meeting to merging this today and completing the adoption of the charter. I will leave it open for a few hours for any final +1s before completing the merge.

@jonmuk I think we're good to go. I'd merge but I don't appear to have that authority in this repo.
