There was a debian-slim PR in upstream. Look into incorporating that.

"[build] use debian slim docker images" #-19008

Right now we have a 1.5GB image, which is quite bulky.

There are various things we can do:

[ ] Use the docker-slim build (see various commits below)
[ ] Also, see if we can not squash the entire docker images in the final build stage, but first squash the base and then only the rest of the layers.
[ ] Disable debug again.
