fix rtc listen port conflict for origin2/3 conf #4186

Cause

rtc_server.listen conflict for conf origin[1,2,3]-for-proxy.conf

How to reproduce?

follow the tutorial https://ossrs.net/lts/en-us/docs/v7/doc/origin-cluster. The webrtc play not works, when start more than one origin srs server.
