ostro-os: manual combo-layer update

Run a manual combo-layer update since meta-oic is blocking the automated queue. The update makes the queue shorter and gives us the most recent changes from Yocto Project and meta-intel.

I assume that after pulling updated yocto tool then you can pick meta-oic to run the do_unpack task as expected ?

@rzr I still haven't figured out what's wrong. I pulled the ci-upstream-monitor-branch and tested it locally and iotivity builds fine.

This PR is just to integrate changes (mainly) from YP git trees.
