Create README for comms-rs #3

In order for the team/community to understand the purpose and aims of the project, a project README shoudl be created.

Assigning to @rfdoell and @garbagetrash as they understand the use case of the application way better than I do. I think we need to come up with the basic goal of the application, an initial set of features we're hoping to deploy, and move from there.
