Merging input and output into a single folder

As much of the work supports both input and output, both will be merged into an IO module so IO operations are captured in one location.
So file I/O is in one convenient location, we've merged the output file into one file for raw IQ file handling.

Will do. Not sure if it would have helped in this case since I merged the two raw_iq.rs files together, but I've been bad about using it in the past.
