List of old newsletters in the member room #55

When we are logged to as a member, it will be good when we would have a tab
which shows all the newsletters already sent. It's better for accessiblity
also.
Some people may don't like, so this tab would be a admin's option for some
people only (contributors, authors, ...).

Good idea ?
