Update giscus configuration and ignored files #16

I've been pretty sure I had set this wrong

改动：

  1. 评论框置顶，也就是放在了所有评论上面
  2. 更改了错误的仓库名
  3. 用页面标题作为讨论名

This is obsolete due to the migration to Docusaurus in #19.
