Application: (smell) submitting involves two steps

Right now, to "submit" an application we must programmatically:

• set submitted to true
• invoke save and hope the validations pass and the saving succeeds

Setting submitted to true before the process of submission being complete seems disingenuous. Figure out a better way to do this.
