If there is no survey, random people can just start voting on the study.

first "start voting" on the study.
then vote a study-owner-defined-number-of-times
then complete the survey
then voting will be closed for that person/session.
Somewhere on the survey edit tab needs to be a prompt for the number of votes to require per person before showing the survey.
We need to figure out what the UI should be to make it clear to a person what is required/expected of them should they start voting... and then also give them good progress indicators as they work their way through things.
