We need to come up with UI elements that allow people to add a survey if one doesn't exist and remove one if it does exist (and the study isn't launched).
Because adding a survey substantially changes the behavior of voting, we need a good way to communicate the differences.
If there is no survey, random people can just start voting on the study.
If there is a survey, they have to....
first "start voting" on the study.
then vote a study-owner-defined-number-of-times
then complete the survey
then voting will be closed for that person/session.
Somewhere on the survey edit tab needs to be a prompt for the number of votes to require per person before showing the survey.
