Added a timed function to check for new teams every hour and add them to a list of known teams
Added triggered function to set a team's exemption status
Reasons
This helps us monitor and manage the large amount of teams that OSU has. Additionally, this enables us to take programmatic actions against teams based on exemption status. Now that there is an API call to set the exemption status of a team, TDx workflows can now be created and automated to set this exemption status.
