Code quality improvements to `OAuthHandler` #290

Removes some redundant database interactions for efficiency
Condenses some of the token generation flow to avoid repetitive code
Update the overall code quality of the OAuthHandler and it's interface
Add proper documentation to all OAuthController endpoints
