Set all journals as public in OJS 3

Public access - for each journal:

• Administration >> Hosted Journals >> Edit, to Add each to main site directory
• Settings: Workflow >> Disable submissions (will ask journal managers to re-enable when they are ready to accept);
• Settings: Users & Roles >> Site Access Options, disable need for registration to view
  • Enable visitors to register a user account
• Settings: Distribution >> Access, Publishing mode option 1 for open access
