Add Hugo workflow for preview environment to build dev branch and push to Github pages
Add ReadMe
Update submodule to use idn-theme
Update package.json and yarn.lock
Remove netlify configuration

As a note, the Hugo workflow is for now only scoped at the dev branch, which we use in the degrowth/idn-website fork and which doesn't exist here.

This means its presence in this repository would seemingly not break anything.

We didn't know if the Netlify configuration is used, so we removed it.
