Refactor to use tarball installation method

Unfortunately the EPEL modular repos have been deprecated and we need to refactor this to use the tarball installation method. Some other notable changes:

Automatically pull checksum from upstream so we don't have to manually set it
Properly set email settings and create new properties to manage those
Upgrade to PHP 8.1
Includ additional missing php packages
Switch to using MPM event (upstream recommended)
Switch to using php-fpm from mod_php
Add SELinux support
Add support for automatic upgrades
Add cron job
Set other settings that are required
