Port PGD cookbook to Openstack #3

We need to add a .kitchen.cloud.yml file to make sure the cookbook runs on openstack. The reason this wasn't done intially because I didn't want to fix too many moving parts at once.

This won't be necessary for using the cookbook's environment since we will eventually be using docker for development, but when further developing the cookbook, using Openstack instead of the workstations will help make the workstations a more pleasant experience.
