Clean up css and head.html

• Remove unused styles (mostly)
• Remove duplicate styles
• Condense styles to one file

In the future:

• Break single file into partials based on region (footer, main menu, sidebar, etc.)

I only looked a few pages when testing this (home page, blog page, blog post, and an article), so there may be places that look strange or break, but I'm not sure how best to find them besides addressing them as they come up.

I checked this out and it looks good minus a few minor issues with headers and image placement. I think this should be merged so we can fix the small issues in another PR. If we fix them here they will just get lost.

Issues to be opened:

• Headers need to be slightly larger (I think) and orange
• Staff page images should be right-aligned
• The font was changed by this somehow. It looks like it might be Arial when it should be Gudea
• On the OSUOSL Logos page, we need to add a gray background to the white logo. It is currently invisible.

Good job deleting 30k lines!
