Match EECS's header #45

Fixes #44

Changes in this PR

[X] Changes site title font (Gudea --> EksjaExtremesRegular)
[X] Changes site title color (orange --> blue)
[X] Changes header's parent organization link (EECS --> COE)
[X] Changes spacing between site title and COE link (44px --> 22px)
To test this PR:
1. cd cass-pelican/dougfir-pelican-theme or cd osuosl/dougfir-pelican-theme
2. git checkout leian/match_COE (git pull first if necessary)
3. cd ..
4. make html
5. make devserver
6. Visit localhost:8000 in your browser and click around. Each page should look something like this:

When you squish the sides of the browser the site name wraps weirdly: wrap

This can be fixed in another PR unless someone has a quick fix?
