Do not show active sites if they don't have active users. #174

This isn't quite what we want - we want to show active sites (sites OC is tracking, that have site_details records), but show the correct number of users clearly. The Users column should be renamed 'Active Users', a 'Total Users' column should be added to show the total. We want to show the site even if they have zero active users.
