Release points to URL that does not exist. #75

The release notice at https://github.com/osuosl/timesync/releases/tag/v0.1.0 points to https://timesync.readthedocs.io/v0/ which does not exist.

https://timesync.readthedocs.io/en/latest/ does exist, however.

It is not clear to me whether it is better to change the release text or the URL, but I'd probably change the release text.
