I had a WIP Page component that Corey was implementing in a few apps (and I believe I was as well) but it never got backported.

Find it, clean it up, add to both UI v4 and v5.

Make sure it checks off all the a11y stuff we need, e.g.

title updates
live regions for content changes
main content skip link targets (see PI Portal a11y manual review issues 1, 36, and 41)
