Enable and configure GitHub Actions for this project to perform at a minimum:

[ ] automated builds (push to feature branch)
[ ] unit test execution (push to feature branch)
[ ] duplicate release version detection (pre-merge)

Additional actions which may not be feasible to perform strictly with GitHub Actions are:

[ ] publish to GitHub packages (post-merge)
[ ] integration tests
[ ] load tests
[ ] black-box tests

Retention of workflow output must be supported.
