Add codespaces devcontainer #189

GitHub codespaces now have a free tier for individual developers (see https://github.blog/2022-11-10-whats-new-with-codespaces-from-github-universe-2022/ ) and ACE v12 can run in codespaces to allow building and testing of applications.
