Update BIRT #499

Check if there's a new version of BIRT and update if possible. Hopes for better MS Office file support.

Apparently versions 4.5.0 and 4.6.0 have bugged jars (and no viewservlets for 4.6.0) in maven central and 4.7.0 should be coming late june 2017 so it's probably worth waiting for that. If more pressing issue, fix & compile the jars to the project.
