credits to `gamepad.c` + restructure inside `libs/` #193

missing from CREDITS.md, I assume this is the original repo? https://github.com/mtwilliams/libgamepad but the problem is that the (supposedly) original file is ~600 lines, the one in the emu is ~700 line.

this might be a fork, or manually modified by Goldberg, it is difficult to tell without any further info :/ nonetheless, credits to the original author should be mentioned. also would be nice to put the gamepad/ folder inside libs/ just like the other libs along with its original LICENSE file + source.txt

well, here's the commit: 2af93427fefa65ca6aae1b7efc67947f78cd501c it didn't help because the message is Initial Xinput ISteamInput/ISteamController support. :/
