The W3C SKOS document has not yet completed its standardisation process, so we
shouldn't make a
normative reference to that yet.
The SKOS document is clearly close to W3C Rec status, since it is now in a
protracted last-call
phase. The remaining issues there are rather technical, and very unlikely to
have any impact on our
use of it.
Suggested resolution: I suggest we continue the IVOA process, but postpone Exec
review until SKOS
reaches W3C Rec.
