Outage list search, sort, filter #20

Keep it simple for now.

Use a toolbar with an EditText for the search.
Two icons to the right, search and sort.
Click search EditText expands from left and pushes out the icons and adds an 'x' and back button to clear or exit and reset the search params.
Click sort and just show an options menu.

Search by:

[x] County
[x] Town

Sort by:

[ ] Outage type
[ ] County alphabetical asc/desc
[ ] Town alphabetical asc/desc
