Two varieties of this - either with EVERYONE we have seen OTR fingerprints for, or only for the people where we have a trusted fingerprint. See https://bugs.otr.im/plugins/pidgin-otr/issues/59 for discussion

I guess that on this issue 'OTR keys' means 'OTR fingerprints'. This should be a policy.
