Turn on debug suppression for all files before release

Make this one of the configuration defines in the central config.h

i.e.

define DEBUG_WATER_HIGH_PRESSURE_ALARM

define DEBUG_EVENAT_AND_ALARM_BASE

Only do it for the 5 or core files
