Twillight Collars's quest Issue #202

Just some mobs droped the item. Of All mobs in the quest area who have the quest marker for the drop item, just some mobs droped the item. I spend a time in this quest and just dropped 3 Twillight collars

Missing for the first 4 npc´s. (NPC´s not listed in db)
