Update the welcome DM #325

This makes various changes to the welcome DM to bring it up to date.

@coderMess Inspired this by pointing out that the welcome message still referred to #nsfw-general as #over-18.

I edited this again to remove the commits that reference !under18 since that's becoming a staff-only command in #322.

I also changed the order of the 'if you have any questions' text back to have the @Moderator/@Admin first because @brandon-a expressed concern in mod chat that we were discouraging people from using the tags for their intended purpose.
