Adds command to CONTRIBUTING.md that can be used to determine available rule IDs for new guidelines.

If we need a changelog entry at all, I'd like to specify the location of the change :) But I'd rather go without a changelog entry in this case.

@cgebken Is there something I need to do for this?

Remove the "changelog:" part which you already did ;)
