Merge pull request #190 from knaaptime/prep

this PR

• moves all dependencies to released versions (i.e. nothing from github)
• fixes an old libpysal import in the notebooks
• fixes the harmonize method for toblers updated API

This should get tests passing and everything in shape for a conda release

honestly, i dunno wtf because sometimes travis builds my PRs and sometimes it doesnt, but this is passing on my fork so i'm going to merge
