this reinstates the variable downloader, and fixes an error in the population variable for the acs

all tests pass except for the tutorials. One notebook there is failing because of https://github.com/pysal/segregation/issues/96

i'm going to go ahead and merge because this has lots of important changes, including migrating to the new quilt bucket
