acs processing gha recipe #355

currently I run the tooling to create the demogrtaphic profile and acs datasets manually once I see the new year has been released.

Since all the tooling is scripted and just needs to be run, it should be straightforward to create a GHA recipe that runs annually or something to check for a new data release then handle the processing automatically. What do you think @jGaboardi ?

This does seem possible, but will likely take some tinkering.
