[WIP] Start of harmonization layer #80

This is the first version of a generic harmonization function for geosnap. I'm still preparing a notebook explaining how to use it with a generic "raw" community that we might have with the data layer.

in principle, i think this is good but i'm going to leave it unmerged until we release tobler because i dont want to give folks false hope in case they find this function and want to use it 😛

So, I just wanted to point out that since this current function expects a structure of the raw community, that will not be definitive. I'm thinking about refactoring these harmonization functions for geosnap once the input of it is more defined. So, I'll close this PR in favor of a future one (not yet opened) after the roadmap meetings. Nevertheless, this current implementation of this PR will be really useful for future implementation.
