Must be possible to turn on/off new account creation #294

Currently anyone can create a new account. The archive config should include an option that will prevent the creation of new accounts. Ideally this would be something an admin could turn on and off, but for the short term a setting in the config file would be fine. This is necessary for beta.

Account creation should be disabled on the beta site - do you want to give it a try over there?

  2. Redirect to http://archiveofourown.org/en/login 4. Error Message: Account creation is suspended at the moment. Please check back with us later.

Turning account creation OFF is working, I can see seven accounts have been created but I'd like to also test turning it back ON.
