Login block/Hi user block should appear consistently on both the home page and every other page based on login status #348

What archive revision are you testing on? rev 651

On the front page, the login block is shown even when logged in: instead this should be showing "Hi, user!"

On main pages of the archive, when logged out only a small "Log in" link is shown and not a full login block.

We should have a small consistent login block appearing on all pages.

note: the login block, with the open id links and forgot password and everything is massive. All the wireframes have it unrealistically scaled. In practice, to have it taking up that little page estate the font would have to be about 8px.

Could see the login block everywhere, yay!

(However, the text is so tiny I couldn't read it (see the picture), but I'm still marking this as fixed because that would probably be a separate issue, if that's not how you want it to be in the first place..?)
