The problem here was in the views, not in the drag-and-drop, but it should be fixed in r691 .

What archive revision are you testing on? (See the revision number next to "An Archive Of Our Own: Extreme Alpha (rev. #)" in the header). 674 What steps will reproduce the problem? 1. Create a multi-chaptered work
What is the expected output? What do you see instead? I expect the chapters to be reordered. Instead, the number is reordered but the content is not. See file. (I dragged the three chapters from 1, 2, 3 to 3, 2, 1.)
This appears to have been fixed once, in issue 113 , but is back. Please use labels and text to provide additional information.
