Fix the default tag values

What archive revision are you testing on? rev 677 What steps will reproduce the problem? 1. Go to post new work

2. Discrepancies from the TOS in terms of default tag values:

A) default rating when uploading works seems to be ‘explicit’; ToS K.1.A. and FAQ 20 indicate the default is “not rated”.

Solution: Change to default to unrated.

B) the form entry for “Warning” does not have a dropdown or other indication that an author who does not affirmatively choose an org-provided warning will have her work marked “choose not to warn” and this “choose not to warn” label does not seem to appear on fanworks in the archive as required by TOS K.

Solution: Pre-fill the field with Choose Not To Warn

should be fixed in r805 . The rating seems to already be selected as default on the beta archive, so there isn't a fix for that.

rev 810: Default rating is 'General Audience' (don't know if you want to fix that or not); rev 796 of the beta has 'Not Rated' as the default.

In both alpha and beta, nothing is selected as 'default' for Warning and when posting, if a warning is not selected, the archive doesn't select 'Chooses Not To Warn', it throws an error stating that 'Required Tags are Missing'.
