Enhancement: Need to be able to edit tags without having to edit work

What archive revision are you testing on? 733

A user needs to be able to edit the tags on a work without having to go through the 'edit work' dialogue.

This was always intended by Design but I realise it may be a while before we implement it.

I'll link to the relevant part of the roadmap on the wiki when we have a better idea of how we're going to do thi.

As a possible 'work around' or 'temp fix' - one user of the beta archive suggested adding control buttons (post, preview, edit, cancel, etc) to the top of the page so user doesn't have to scroll to the bottom to click the buttons when only editing tags and other meta data.

The minimal version has been implemented. Refinements like an option to switch to editing the full work body while keeping the edits made so far to be made into a different issue.

More of it in r2173 : added option to update without previewing. It should still stop on errors and return you to the edit page.

r2182 : moving Edit Tags in the navigation, because it doesn't sit right on the new metadata box.

If we insist on it hugging the metadata box and if we have a front end volunteer, open an issue for that.

Fixed - can preview and update with Edit Tags button; tags with invalid characters are caught on both Preview and Update and removed from edit box, error messages are displayed and you are returned to the edit tags page. Tested in FF3.5.8/XP
