Possibly it is better for them to have the main module's icon?

On windows 10 with civ 1 1.2 they do. Capture

On Win11 under Classic theme they also do. So, the problem is in the theme.

Win16 programs with theming enabled can't be a fully supported configuration. Ntvdm didn't support it at all, it's just not reliable.
