In Civilization I there are no sounds on city founding and capture (on Windows 11) #1026

The combat sounds and the splash screen sound are there. But there are no city founding and capture sounds. This is different from Windows 8.1, where all sounds are there.

The civwin sounds are in wav files in the game dir. I can't find one for city founding, you sure you aren't thinking of civ2?
