In PC Paintbrush the 3rd tool in first column does not work and does not show cursor #1030

The selected tool does nothing and mouse cursor disappears. The eraser and brush tools also often show no cursor or inappropriate cursor. http://toastytech.com/guis/PC%20Paintbrush%20for%20Windows%201.05%20(3.5).zip

The cursor is drawn by locking the icon handle and drawing directly into it. This doesn't work on nt which is why the cursor disappears in ntvdm too. It would be rather difficult but not impossible to make it work.
