Remove TT ability to add/edit new allocation hospitals

Need to look at if this is a widget change, or whether I put a config option in there to enable/disable this aspect. Can also remove permissions for TT group for add/change on locations, and just leave them with view.

Locations are no longer modal picks on either the P or T forms, so this is a moot point now.
