Investigate "Explain Allocation" as does not match allocation location #267

Observed in the development copy of the live data, Transplantation Form listings for Organ #428 and #432 both show Not Allocated, due to a non-project site, however their final_allocation shows to be a project site.

Is this a data cleanup issue? Or data needs checking? Or Explain Allocation is misbehaving?
